He is Director of Strategic Projects at the Center for Management and Strategic Studies (CGEE), a think tank linked to Brazil’s Ministry of Science, Technology and Innovation (MCTI), where he co-leads a team of approximately 70 researchers.
He is also a Visiting Researcher at the Section of Technology and Innovation Economics at TU Delft (Netherlands), and previously served as Assistant Professor at the same institution and Associate Professor at the Federal University of Rio de Janeiro (UFRJ).
At CGEE, he leads strategic initiatives in science, technology, and innovation policy, including the Brazilian Artificial Intelligence Plan (PBIA), supporting the MCTI in governance design, implementation, and monitoring frameworks.
He also supervises the Digital Technologies Observatory (OTD) and the Digital Sovereignty Studies Unit, contributing to the revision of Brazil’s Digital Transformation Strategy (E-Digital) and advising the government on digital governance and technology geopolitics.
His research focuses on the role of the state in governing technological transformations, including artificial intelligence and digital platforms, with publications including work for the Centre for International Governance Innovation (CIGI).
He holds a PhD in Science and Technology Policy from the University of Sussex (UK), with expertise in mission-oriented innovation policy, political economy of technological change, and sustainable development finance.
He has advised institutions such as the Inter-American Development Bank (IDB) and the European Commission, and is a member of international networks including the Babbage Forum (University of Cambridge), the Mission-Oriented Innovation Policy Observatory (MIPO – University of Utrecht), the Sustainability Transitions Research Network (STRN), and the Transformative Innovation Policy Consortium (TIPC).
