Artur Roberto Couto holds a Master’s degree in Economics from Cândido Mendes University, an Executive MBA from the Graduate School of Administration at the Federal University of Rio de Janeiro, and a postgraduate degree in Public Administration from the Getúlio Vargas Foundation.
With experience in public health management, planning, and production control, he served as President of the Association of Official Laboratories of Brazil (ALFOB) for two terms and as Director of Bio-Manguinhos/Fiocruz, where he initiated the construction project for two new manufacturing facilities: the Santa Cruz and Ceará campuses, focused on final product processing and active pharmaceutical ingredient (API) production, respectively. He also led the implementation of various technology transfer and joint development projects, such as those for the triple viral vaccine, 10-valent pneumococcal vaccine, and rotavirus vaccine, among others, as well as several biopharmaceuticals.
He coordinated the introduction of biopharmaceutical production and development platforms at the unit through partnerships and the construction of new production areas, promoted the creation of the Executive MBA at Bio-Manguinhos with support from Coppead/UFRJ, organized and implemented the Technical Course in Biotechnology in collaboration with the Fiocruz Polytechnic School, and led the study to optimize the unit’s production capacity.
Currently, he oversees the implementation of the Industrial Biotechnology Complex in Health (CIBS) and the Technological Complex for Strategic Inputs (CTIE) and holds the position of Vice-Director of Management and Market at Bio-Manguinhos/Fiocruz. He is also a member of the Scientific Council of Hemobrás, a member of the Board of Directors of the Molecular Biology Institute of Paraná (IBMP), and CEO of the Ataulpho de Paiva Foundation (FAP).
