Cristian Morales

PAHO/WHO

Representative of the Pan American Health Organization/World Health Organization (PAHO/WHO) in Brazil since February 2025. He is an economist graduated from the University of Montreal, where he also obtained a Master’s degree in Economics and a Master’s degree in Health Services Administration.

He has extensive academic and professional experience in health economics, having started his career as a professor and researcher at the University of Montreal, focusing on the economic evaluation of interventions in HIV/AIDS, health systems for older adults, and health system efficiency analysis in Canada.

He joined PAHO/WHO in 2006 in Haiti as a consultant in Health Systems and Services. He later held technical and leadership positions across the Organization, including work in Venezuela and at PAHO Headquarters in Washington, D.C., as Regional Advisor on Health Economics and Financing.

Throughout his international career, he served as PAHO/WHO Representative in Cuba, Mexico, and Venezuela, leading strategic agendas in public health, health systems strengthening, and international cooperation across the Americas.

He is currently the PAHO/WHO Representative in Brazil. His work focuses on strengthening health systems, health financing, public policy innovation, and international cooperation, with emphasis on advancing public health across the Americas.
