President of Fiocruz. PhD in Public Policy from the Federal University of Paraná (UFPR), with a doctoral fellowship at the Centre for Social Studies of the University of Coimbra (Portugal). Holds an MSc in Innovation and Technology Management from the University of Sussex (UK) and an MSc in Public Health from the National School of Public Health Sérgio Arouca (ENSP/Fiocruz). He also holds an MBA in Marketing from COPPEAD/UFRJ, a specialization in Public Management from the Getulio Vargas Foundation (FGV), and a degree in Business Administration from Universidade Gama Filho.
He has extensive experience in public administration, having held managerial positions in finance, budgeting, and planning at the Brazilian Institute of Geography and Statistics (IBGE), as well as advisory roles to senior management.
At Fiocruz since 1994, he has held several management and leadership positions at the Institute of Technology in Immunobiologicals (Bio-Manguinhos), the Carlos Chagas Institute, and the Institute of Molecular Biology of Paraná. He also served as Vice-President for Institutional Development and Management at Fiocruz.
He is currently the President of the Oswaldo Cruz Foundation (Fiocruz). His areas of expertise include public management, health innovation, technological development, and technology transfer.
